Sunday alcohol sales approved in Madison
By CHUCK CLEMENT, Staff Reporter 07/27/2010
Karen Lembcke
Madison businesses that sell packaged alcohol will have the ability to sell on Sundays, following the publication of ordinances that were approved by city commissioners. On Monday, the commissioners unanimously approved allowing off-sale alcohol retailers to sell on Sunday and Memorial Day. The off-sale license holders are still prohibited from selling distilled spirits or wine between 2-7 a.m. and at any time on Christmas Day. Mayor Gene Hexom told the commissioners that he had not received any "expressions of concern" about the change in municipal liquor laws. Commissioner Karen Lembcke confirmed with Jeff Heinemeyer, city finance officer, that the revisions to municipal alcohol laws will go into effect 20 days after the new ordinance is published.

Before the commissioners gave their approval, they amended the proposed ordinance. They removed some extraneous language, i.e. "of the following day," that no longer had a useful purpose. The "following day" phrase was left over from older ordinance language that was applicable when early-morning alcohol sales were not allowed.

The commissioners approved another change during Monday's second reading of the off-sale ordinance -- a revision that allows off-sale license holders the opportunity to offer free samples of wine, liquors and cordials to customers.

Even without the restrictions on free alcohol samples, Commissioner Dick Ericsson noted that state laws will still regulate how retailers offer any free samples to customers.

Alcohol license transfer

The commissioners acknowledged an alcohol license transfer application that will move the license at the Cherry Lanes Lounge from Ron Beckman to Jim Olson of Olson Enterprises Inc. Olson also applied for the transfer of a license to operate video lottery machines at the lounge.

The commissioners scheduled a hearing to review the transfer at 5:35 p.m. on Aug. 9.
